Bloomington Township offers a representative payee service for Monroe County residents who are unable to manage their financial decisions with regards to their Veterans Affairs, Social Security, Disability, or SSI benefits. This need may be recognized by a court and/or by the beneficiary him/herself.

Through the Representative Payee Program, the township seeks to provide stable housing, utilities, and essentials by successfully paying for those needs with the beneficiary’s own income in a timely and professional manner. This is a fee-for-service program for residents of Monroe County, Indiana. The fee in 2024 is no more than $54 per month. However, the fee is waived anytime you lease or own your permanent residence in the boundaries of Bloomington Township. How does having a representative payee help me?

Our representative payee program receives your Veterans Affairs and/or Social Security check and holds it in a bank account for you.

We pay your housing, utilities, and other essential bills using your VA, Social Security and/or SSI money.

After your monthly bills are paid, we deposit your weekly stipend onto an easy-to-use debit card so that you can spend that money on other needs like food, household items, gasoline, bus fare, and entertainment.

Purchasing larger items or making changes to your budget can be done easily by meeting again with the administrator of our Representative Payee Program to make the adjustment in your monthly budget.

Eligibility

  1. Must live in Monroe County, Indiana. If you are unsure if you are a resident of Monroe County and/or Bloomington Township, call our office at 812-336-4976
  2. Must receive Veterans Affairs benefits, Social Security benefits, Disability, and/or Supplemental Security Income (SSI)
  3. Must be willing to seek the service and/or have been ordered by a court to have a representative payee
  4. Required to apply for the program, attend appointments, and sign appropriate forms for participation
  5. Required to pay a monthly fee-for-service if living in Monroe County, Indiana, but not leasing or owning your permanent residence in Bloomington Township

Application Process

Interested beneficiaries and their caregivers are provided a list of documents to bring to the initial appointment with the program administrator.

After this appointment, the Trustee applies with the Social Security Administration (SSA) to become your representative payee, or to the Veterans Affairs (VA) to become your fiduciary.

If the application is approved, then the township’s Representative Payee Program will take care of establishing your new banking, bill payment, and debit card services so that your bills are successfully handled each month.

All you must do is maintain monthly contact with our Representative Payee Program Administrator, informing us of your continued need for our services and of any budget changes you would like to make.
